Start with the job your character is doing
An artifact is not good in isolation. It is good if it helps the character's actual job: damage dealer, support, reaction trigger, healer, or buffer. Before rolling anything, decide what the build is trying to do.
That decision changes what matters. A piece that looks average for one character can be strong on another because the useful stats are different.
Use the three-bucket check
Do not chase crit value by itself
Crit matters, but it is not the whole build. Energy needs, elemental mastery, attack, defense, HP, weapon passives, set effects, and team buffs can change which piece actually performs better.

Look for the bottleneck
If a character is stuck, the problem is usually not every slot at once. Find the slot with the biggest practical gap. Sometimes that is a goblet. Sometimes it is a circlet. Sometimes the fastest gain is moving one already-rolled piece from another character.
Turn the review into a resin plan
Once the account is sorted, the next step is deciding where resin goes next. A useful plan names the domain, the character priority, the piece types worth rolling, and the point where it is time to stop.
